  • 2 tablespoons plain flour
  • 3 cups or 710ml beef or lamb stock
  • 2 medium carrots, roughly chopped
  • 1 large onion, roughly chopped
  • 1 bay leaf or 2 small ones
  • 5 medium potatoes, peeled and sliced thinly
  • salt and freshly ground black pepper
  • 3 tablespoons olive oil (for frying ground lamb and greasing Dutch oven for baking)
